FOR OUTDOOR PLAY

 

FIFA rules will be applied at all times, except for the following amendments:

 

1. Match Length

1.1 Matches shall be 2 x 20 minute halves with a 5 minute interval for half time.

1.2 In matches where ties are not permitted (post Round Robin), 2 x 5 minutes halves of extra-time shall be played. No Break between halves. Neither the “golden goal” nor the “silver goal” rule shall apply during the extra-time. If at the end of extra time the score is still tied then it goes to penalty kicks.

 

2. Team Size

2.1 Maximum roster size shall be 12 players.

2.2 Matches shall be played 7 vs. 7 players (1 goalkeeper + 6 outfield players) and teams must have a player designated as goalkeeper at all times.

 

3. Ball Size

3.1 Girls and boys shall both use a size 5 ball.

 

4. The Field of Play

4.1 The overall size shall be reduced to approximately half of the regulation size (70 x 45 m).

4.2 The following changes should be made to the field markings if possible:

  1. The goal area and the penalty area are combined into one area. This size of this new “goal/penalty area” shall be somewhere between that of the proper goal area and that of the proper penalty area. All rules which normally pertain to these 2 areas are still in effect.

  2. The penalty spot shall be 9 meters from the goal line as seven-a-side goals being used

  3. Goals shall be 7 a side goals (16’W x 7’H). This information must be conveyed to all participating teams at least 1 month in advance of the tournament

  4. The Centre Circle shall be reduced to 8 metres in diameter.

 

5. Substitutions

5.1 An unlimited number of substitutions are permitted in each match.

5.2 Substitutions shall be allowed at the following stoppages of the game:

  1. on the team's own corner kick,

  2. on the team's own throw in,

  3. on the team's own goal kick,

  4. on the team’s own free kick,

  5. when the opposition is substituting

  6. at half time

  7. after a goal has been scored

 

6. Officials

6.1 Each match shall be officiated by one referee.

6.2 Assistant referees are not required.

 

7. Offside

7.1 The offside rule shall NOT be applied.

 

8. Yellow & Red Cards

8.1 A player who receives 2 yellow cards in the same match will not be permitted to play in the next  

       match.

8.2 A player who receives a red card will not be permitted to play in the next match.

8.3 A player who receives a red card for the use of foul/abusive language, serious foul play or violent conduct will not be permitted to participate in the remainder of the event. The Tournament Director and the Head Official must meet to discuss this decision.

 

9. Penalty Kicks

9.1 Shall only be used in post Round Robin matches where the result is still undecided following the  completion of extra-time.

9.2.1 Shall only involve 3 players from each team (otherwise FIFA regulations apply).

9.2.2 Only players on the field at the end of extra time are eligible for taking penalty kicks.

9.3 A player who is already on the field at the conclusion of play can take over the goalkeeping duties.

9.4 Other players should not enter the field of play after the final whistle. Players who are on the field  should not leave.

 

10. Tie Breaker Rules for Round Robin Tournament Standings (in sequence):

  1. Head-to-Head Result

  2. Best goal differential in games between tied teams

  3. Best goal differential in all games

  4. Most goals scored in games between tied teams

  5. Most goals scored in all games

  6. Least goals allowed in games between tied teams

  7. Least goals allowed in all games

  8. Coin Toss

Please be aware that once the first tie-break in a multi-way tie has been resolved, additional ties will be decided in the same format using the same sequence of procedures beginning with head to head result.

FOR INDOOR PLAY

 

FIFA rules will be applied at all times, except for the following amendments:

 

1. Match Length

1.1 Matches shall be 2 x 15 minute halves with a 5 minute interval for half time.

1.2 In matches where ties are not permitted (post Round Robin); 3 minutes golden goal rule will apply.

 

2. Team Size

2.2 Matches shall be played 5 vs. 5 players (1 goalkeeper + 4 outfield players) and teams must have a player designated as goalkeeper at all times.

 

3. Ball Size

3.1 Girls and boys shall both use a size 4 Futsal ball.

 

4. The Field of Play

4.1 Games shall be played on a full basketball court:

a. The penalty box is marked by a thick black line; all rules which normally pertain to the penalty area are still in effect.

b. The penalty spot shall be the basketball free throw line in the middle.

c. Goals will be standard handball goals (3m width X 2m height).

d. There are no restrictions on all players entering or exiting the goalkeeper’s area.

 

5. Goalkeepers

5.1 Each team needs to nominate a recognisable goalkeeper

5.2 Goalkeepers cannot throw overarm.

5.3 Normal back pass rule will apply

 

5. Substitutions

5.1 An unlimited number of substitutions are permitted in each match.

5.2 Substitutions shall be allowed at the following stoppages of the game:

a. corner kicks, kick ins, goal kicks, free kicks

b. at half time

c. after a goal has been scored

 

6. Officials

6.1 Each match shall be officiated by one referee.

9. Penalty Kicks / Free Kicks

9.1 Players can only take a one step run up for penalty kicks and free kicks.

9.2 Opposing players need to retreat 2m from where a free kick has been given.

 

10. Kick Ins

10.1 To be taken in place of the throw-in.

10.2 The ball is placed on the touch line before kicking.

10.3 The kick-in must be taken within 4 seconds; if it is not, the kick-in is given to the opposing team.

10.4 The kicker cannot play the ball a second time until it has been played by another player; infringement of this rule entail a free kick to the opposing from the point of infringement.

10.5 Players on opposing team must retreat 2m from where the kick-in has been given.

10.6 Players cannot score directly from a kick-in.

 

11. Starting the game / restarts after a goal

10.1 The kick off will take place in the middle with each side in their own half and outside of a reduce size center circle.

10.2 After a goal has been scored the goalkeeper will restart the game by rolling / passing the ball out as soon as they are ready.

 

12. Tie Breaker
